Perform periodic cost of service studies and design rates for city-wide utilities and special services/offerings. Prepare and monitor various department budgets. Perform accounting and financial monitoring, analysis and reporting for the departments. Maintain operational, statistical, and regulatory data and prepare related reports for internal as well as external entities.
Cost of Service & Rate Design
Collect and analyze load research data by customer class.
Compile data relating to cost of utility services and consumer rates and fees.
Apply cost allocation principles and techniques.
Review rate and revenue impacts and develop recommendations for rate adjustments for both system development fees and consumer rates.
Design and implement rates by class based on individual cost of service.
Assist with updating ordinances and presenting for City Council review.
Coordinate rate changes and customer issues with other related functions such as utility billing, metering, engineering, accounting, and marketing. Perform testing to ensure data and modification processes are accurate.
Budget
Work closely with managers to coordinate and develop department operating budgets; critically analyze annual division expenditure requests; and develop complex multi-divisional expenditure schedules. Monitor revenues and expenditures for compliance.
Prepare Capital Improvement Program (CIP) budgets. Track and manage budgeted revenue and expenses related to CIP funds. Assure compliance with the budget procedures and grant and loan regulations.
Conduct periodic short and long-term forecasts of financial information and provide preliminary data and recommendations for the budget cycle and rate model.
Perform forecasting of usage by rate class for use in preparing annual revenue and expense budget. Track usage by class on an ongoing basis to identify trends and usage patterns.
Financial Analysis
Provide advanced financial analysis for management including strategic financial planning, modeling for financial opportunities, financial risk analysis and financial impact of new programs/services or changes to existing policies.
Prepare required reports for state, federal and industry regulatory agencies including income and expense statements, cash flow statements, and balance statements. Consolidate and reconcile reporting period data from multiple data systems and research and resolve discrepancies.
Monitor and analyze the collection and maintenance of departmental data. Develop and manage cash flows as well as construct, analyze and interpret multiple proformas for department financial information. Conduct statistical analysis and research to ensure accuracy and integrity of data. Prepare monthly financial statements for review by management teams.
Assist in the development, implementation, and monitoring of accounting systems including activity-based costing, construction project analysis, internal auditing, billing, and fixed asset processes. Perform professional accounting work to maintain and report related data. Coordinate and collaborate with Finance Department staff on development of financial policies and procedures.
Provide advanced financial and accounting analysis and recommendations for special or routine department studies or projects. Prepare and deliver presentations to various internal and external groups.
Assist in preparation of reports, surveys and publications. Compile material and edit department’s annual report; prepare information as required including financial and statistical data.
Investigate, interpret, analyze and prepare recommendations in relation to proposals for new programs, grants, services, equipment, personnel, policies and procedures.
Develop and manage contracts and agreements for telecommunications fiber leases, pole attachments, collocation agreements, service territory transfers, etc.
Works in an office environment. Requires frequent light lifting and carrying (up to 15 pounds), occasional pulling, pushing, bending/stooping, twisting, kneeling, squatting, driving; correctable vision. Any combination of experience and education equivalent to a bachelor's degree from an accredited college or university with major course work in finance, accounting, business administration, or a closely related field and a minimum of five years’ experience in municipal utilities related to cost-of-service studies and rate setting.
Special Qualifications: Possession of a valid Colorado driver’s license.
