CORE COMPETENCIES & ESSENTIAL DUTIES
Job Technical Skills – Responsible for the overall management of the Rates & Analytics department. Specific responsibilities include managing and mentoring staff, strategic planning as part of the division management team, coordinating and directing development of cost-of-service studies for electric energy and services, research, review and implementation of rate structures, oversight and development of econometric and other models to forecast electric load and customer growth, oversight and development of load research programs, and oversight of analytical projects for the organization. Consistent and reliable attendance is required.
Provides strategic leadership to department management and oversees the effective supervision of staff to include prioritizing and assigning work, conducting performance evaluations, monitoring employee performance, ensuring staff members are trained and cross trained, resolving conflicts, and making hiring, termination and disciplinary recommendations.
Manages the completion of cost of service studies and proposes rates and fees, including development and management of the load survey program.
Develops, communicates and presents to groups (including Board Committees) short and long range electric load and customer growth models including ongoing review, analysis and reporting on variables included in the models and trends of the output.
Oversees calculation, approval of, and submittal of tariff data to the Southwest Power Pool.
Serves as electric and thermal rates subject matter expert.
Manages the completion of national, regional, and other appropriate rate studies comparing LES to other utilities and proactively researching variances between utility rates and structures.
Provides strategic oversight for multiple complex, cross-functional projects for area of assignment.

EDUCATION and/or EXPERIENCE
Bachelor’s degree in related field, and
Seven years of progressively responsible experience in area of assignment, including supervisory experience; or
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
